The code by Dana L. How is licensed as LGPL version 2 (or later). I don't think there's license problem (see descore.README in the nettle dist). That's one of the nice features with free software: that the code comes with a license which let you use and redistribute it, without any requirement to first get in contact with the author.

But I expect that if one decided to try to get a copyright assignment for the current DES code, that would be a bit difficult.
