This is a bit too large to be easy to review in one go. Could you split it into a patch with the streebog hash and basic tests only, and hmac and pbkdf2-related tests as followups? Otherwise, I could try to review and apply one piece at a time, not sure what process would be most efficient.
I've split the first patch into the serie of smaller patches. Hope this eases review. I can split it further if you want.
