Huh? The configure script is included in the release tarball. You *don't* need to even have autoconf installed to build the library. That's half of the point of using autoconf at all.
Requirement on autoconf only matters for those who want to modify configure.ac, or build from a git repo.
Yes, we often have to patch and then autoreconf. See, for example, https://github.com/noloader/Build-Scripts/blob/master/build-nettle.sh .
