I've always thought this sounded like a rather unconvincing fudge on the part of the scriptwriters to fill in an obvious route out of the set-up.
As any Monty Python fan will tell you, *everything* in the universe is a fast moving object with respect to *something*. So presumably, the 'fast moving' refers to the relative speeds of the teleport pick-up and materialisation points.
The standard proceedure for teleporting between two 'moving' ships seems to be matching speed and vectors (as in, for example, teleporting from Liberator to the Ortega in MtD). There is also a teleport between two ships in flight in 'Moloch', although the proceedure is glossed over.
Both these examples involved the Liberator teleport, but the 4th season also provides clear examples of the teleport operating successfully when the departure and arrival point are in motion relative to each other (as Pella attempts to flee with Scorpio in 'Power', when Zeeona returns to Xenon base in 'Warlord', and as Scorpio plummets towards Gauda Prime in 'Blake'.)
As Scorpio is most definitely capable of flying and manuevering within the atmosphere ('Traitor', 'Sand', etc) it would seem to be difficult to think of a convincing reason why Scorpio couldn't have matched the speed and vector of the shuttle to a sufficient degree to permit a successful teleport in 'Orbit'. Except, of course, that the Plot required otherwise.
