Just for a laugh, I've got an explanation for this 'blooper'.
In 'Terminal', Vila wears a loose Russian-style (side-fastening) tunic over
a black shirt. In 'Rescue', he's wearing an earlier season 3 outfit (worn
in 'Ultraworld' and 'Moloch'). I've got a theory which is in character.
The enzymes are already eating through the flight deck walls, and Zen has
said the Liberator won't survive breaking orbit. Vila knows he will have to
abandon ship. He's a very cautious lad and doesn't like the cold, once
turning his thermal suit up so high he almost suffered nasty burns. He also
remembers his mother's warnings about wearing clean underwear in case of
accident or arrest, and having a good stock of it. So he dashes off to his
cabin, strips to his underpants, puts several clean pairs on over them, then
a spare outfit just in case Terminal is chilly (he chooses one which earlier
fitted so nicely under a Fed trooper uniform), then the quite loose outfit
he just took off. Of course, before leaving his cabin, he also makes sure
he's got his emergency lockpicks, his credit card, and some spare socks.
Once in the Terminal base, of course he overheats and takes off the top
outfit, which gets left behind later in the bombed ruins.
