Knowing Fearless Leader as he does, I don't think so. Even if the Federation collapsed, there would still be trouble on individual worlds (my understading of Blake's overriding vision is independence for individual worlds, so in any semi-to-happy-ending scenario that's what they get), Blake couldn't stop himself trying to help any more than he could breathe, and Avon would again find himself finding reasons to follow in the turbulent wake ...
