Vila says he didn't want to be a *Space* Captain. In Powerplay Tarrant says he could fool Clegg and his Death Squad because he trained as a Space Captain. Although no proof, that seems a strong indication for Space Captain being a military rank.
I'm inclined to consider Vila's statement as a typical example of his improvisational boasting that can't be taken seriously.
Just my humble interpretation, of course :-)
