It just grates on me horribly. I know. My personal suspicion was that an alien with a different agenda slipped it into Federations hands.
And manipulated the different effects.
And kept everyone focused on side issues like headless androids.
And kept them from ever making use of headless androids.
Or thinking of turning in Servalan.
However, even my tendency to take the plot, fold it into origami, and try and bend it into an explantation falls short with Liberator. Between the note and Avon's constant claim of ownership, it seems like there should be a story explaining how he either knew it would be there or arranged for it to show up. Even the fact that he wasn't prepared for the ship's defenses might be overlooked, but how he managed to get it from the System, etc. is a bit of a stretch (I know I once speculated on how Avon might have come from the System, but I'm afraid I didn't find myself terribly convincing).
