Theoretically, maybe, but it's more that they don't accept the importance of his political agenda. The fact (rather painful if they let themselves think about it) is that for all Jenna's "we don't take command" - they *do*, they do what he says just about all the time. You can't claim that "nobody else really accepts his legitimacy as a commander" if they all obey him anyway, even when they don't want to, even when - as in Voice - they *know* it's a bad idea (if that's not legitimacy, it's a pretty good fake :-))
I agree that it's a short chain of command - Blake rules and there *is* no second right up until the end.
