but in Jenna's case that was work, and the two men were in exile, whether voluntary or enforced. Mellanby's revolt appeared to take place on Earth.<<

Perhaps I should have phrased it differently; that there's a possibility that Inga, Jenna, Dayna and Tyce were born off-world, even though their parents might have come from Earth.
