Avon Panics? More like Vila Panics, given what happens :-)
Anyway, he could always have asked Orac for a better suggestion.
The incident seems more like one of the many misjudgements he makes during the 4th series. Indeed, he makes a series of misjudgments in the same episode.
For instance, he seems to underestimate Egrorian. He suspects that Servalan is behind Egrorian and concentrates on here and picks up on hints of this (e.g. Pindar's slip) but doesn't seem alert to the hints of what Egrorian's plan might be (e.g. the mention of the material used in making the tachyon funnel). Also, he does seem rather full of his own cleverness in tricking Egrorian, which means that he's not concentrating when he should be.
