Gan - as I said, this is only my viewpoint - in canon, he was classified as a murderer by the Federation but, sympathised with by Jenna when he tells his story to her - I guess I did too, so I don't see him as a murderer, more as someone avenging a murder. However; you have me on a technicality - so I concede that part of the point to you :-)
I *think*, under UK law, premeditated killing would be counted as murder unless carried out in self-defence. I agree with Dana that the Federation is likely to regard killing its officers in a similar light to the current UK and US views on killing police officers.
