Well yeah. Since both the UK and America use English as a language (please, let's not start a side argument about that just now), it isn't necessary to dub the actors' voices for the show to be aired in the USA. But if B7 or any othe TV show is aired in most other countries, it has to be dubbed by local actors. So if you've only ever seen B7 in France, is everyone in the Federation descended from the French? If you see it on TV in Brazil, was it a Portugese universe? There are actually examples of Federation script in some of the B7 episodes. It looks very unlike English. I'm guessing what the characters in the B7 universe of the future are speaking probably wouldn't sound anything like English at all. We just need to understand them, so English (in any accent) it is.
