<grin> of course, he *could* have what he (and the other dissidence leaders) hoped to put in place all worked out and stored in Orac's Tarriel cells somewhere. We just didn't see the whole thing - Zen-cam (otherwise known as "the director wants to speed up the action not shove in a whole lot of exposition unnecessary to this week's ep") cut it out.
After all, we didn't see Avon planning that little revenge plan to Earth until we're almost on top of it (Children) either, nor the putting together and diplomatic wrangling that led to the Warlord plan.
Had Blake stayed on past Star One, we probably *would* have heard more, as it (maybe) came closer ... but he didn't, so we don't.
