I think one of the worst mistakes in B7 was to bring back Servalan in the guise of Sleer (much as I enjoy Jacqueline Pearce's acting).
Servalan must have been the most well-known person in the Federation, if not the whole galaxy. Her official portraits were doubtless everywhere, and she was probably on the viscasts almost every 'night' after becoming President. She wouldn't have been exactly retiring.
I could buy the Sleer thing if they'd given her a different hair and dress style (like longer hair, tailored trouser suits), but she looks exactly the same. And even if it had become the fashion to resemble her (like the Diana craze years ago), it would be stupid to continue to do so after she had fallen so far from favour that all her colleagues were ruthlessly purged.
Anyone have any explanations? Apart from poor script-writing?
And why didn't Avon blow her cover?

I suppose it would depend upon how 'familiar' her picture was - there must have been billions of people in the Federation etc.
Going back to something I brought up a while ago - there seems to be little 'official art' around in the Federation - one would expect pictures of Servalan's predecessors in her military office (as with the pictures of Prime Ministers in 10 Downing Street) etc. And the picture of herself Servalan/Sleer smashed in series 4 seems to have been in the possession of a Servalan 'diehard'.
