We know you can cram about 50 people into the London. Liberator is at least 10 times the size of the London. So even if three-quarters of the Liberator is taken up by non-livable space (engines, etc), I'd expect that Liberator would accommodate at least 125 people.

The main problem with this discussion is that 'they' never developed a plot which would involve the Liberator becoming overcrowded.
