It's been some time since I saw the episode, but I seem to remember that repairing the limiter wasn't the problem. Probably Avon or any skilled technician could have done it. The problem was reaching the limiter. Wasn't Avon saying something like "You've got to get into his head first."? And after the repair, Kain was showing the X-rays of the repair to Avon, which seems to indicate that he at least could recognise the technology.
