Depends on which Travis, doesn't it? <veg> can't help thinking that Klegg would've made a rather nasty mess of Travis II (don't talk to me about crimmos, please please don't talk to me about crimmos).

Presumably Travis knew about and accepted the usefulness of Death Squads (an idea they could have exploited a bit more IMO). Klegg and his men are more overtly thuggish than a lot of the other military types we see in the series, but are probably no worse than others like Parr ("we just did the shooting").
