I think he just forgets where his hand is. We see that happen more often. For example in Sarcophagus, IIRC when Cally asks for a straight answer, he lifts his arm and points a finger at her and leaves his arm in that position for a long time. This happens on other occasions, but just now I can't remember exactly where.
