The series makes it fairly clear that the Federation took some worlds - possibly many - by conquest, and that there is a history of attempts to break free on the part of Outer Worlds, at the least (the level of oppression and over-importance of the military actually hints fairly strongly at the *brittleness* of the hold they have over the more outstretched parts of empire). And that there are neutral worlds like Lindor, some of whom would possibly not be too happy about their large, and aggressive neighbour and not unwilling to covertly 'assist' worlds trying to escape (covertly, of course, to avoid giving the Federation an excuse to turn on *them*).

Just a thought ...
