Neil once raised the interesting question of what the masses' favourite sport is. One presumes the Federation understands the importance of bread and circuses, without wanting to risk the excesses of the Blue and Green chariot factions of the Byzantine empire.
On the other hand, seeing Servalan as the heroine of the Blue faction might be entertaining - and her fall would then be the work of Green resurgents.

In this case, I think they were willing to dispense with motivation in the interests of a quiet life. And, of course, in the Federation opiates are the religion of the masses.
