I actually found this in a book reviewing different working lives across the USA (called simply 'Work' by Studs Terkel). It cropped up in an interview with a company snoop, a spy employed to suss out potential crooks and the like in the workforce. The interviewee recalled a time when he thought he'd found a hot candidate in a new employee, and phoned his office to say so. Head office promptly said, "Lay off of him, he's one of ours", or words to that effect. You could translate that to the Federation no problem.
