It seems that the official if ineffectual policy - absolute silence on Blake and his crew - barred any attempt to use either the original child-abuse charges or any real or invented 'crimes' of his against him. And from Servalan's apparent outrage in Hostage about people hearing and passing on the rumours, it would appear that she supports this policy.
But in order to smear someone, after all, you have to admit that they exist ...
