Not necessarily. Oh, sure, fleeing ahead of armed troops, it's not the way to go. But, if you're trying to look innocent while passing a particular check point or if you need the sympathy of a guard, the mother and child thing has been shown to work in the past.
Granted, there've been some pretty ugly incidents where it obviously didn't. However, it seems like most variables would have been in Kasabi's favor IF she took off before an official hunt had heated up (if they'd been sent to arrest her, for example, but official check points hadn't been warned to be on the lookout). She was an officer, probably with authorization to leave the domes. She may have passed guards who knew her. Aside from her rank and identity, she would have looked an acted like an Alpha citizen, a caste many guards would have had an ingrained respect for. Add in a small, helpless child, and (especially if they could do so safely or with minimal personal danger) it's not unlikely that some guards would have been able to put their suspicions aside - and it's probable Kasabi would have had a better than average chance of knowing where she was most likely to find a sympathetic guard stationed.
