I'd exempt it - and her; the plainness seems to be a civilian thing, and Servie's mode of dress is so very different from anyone else in the galaxy :-) Which is an interesting point in itself. Historically, a woman so successful and in a glittering, high-profile job, who is also strikingly beautiful and has a unique style would influence general fashion strongly (yes, it's very impractical fashion but since when did that stop it?) *Especially* once she became the President. But unless you count Jenna's and Cally's breif long-skirt period mid-S2, there's no sign that Servie's style had *any* influence. Could this be indirect evidence that she in fact deliberately kept *out* of the public eye (which would make the S4 switch marginally easier to swallow, if the public don't know what she looks like. Only marginally.)
I can see some *faint* signs of military influence on the S3-4 fashions (ROD with Chesku/Anna, the pacific Obsidians) and the more practical 'uniform' overtones of the younger members of the crew (especially Tarrant). Dayna's and Soolin's ubiquitous but more sensible jumpsuits are quite a way from Jenna's and Cally's more ... errr ... original flights of fancy (but of course, jenna and Cally had Zen to run them up for them).
