I agree. It seems that she achieved her position as Supreme Commander as a result of political connections (e.g. Councillor Joban). As Sleer she lacks those connections -- and anyone close to the centre of power would doubtless recognise Servalan and have nothing to do with her. No one likes to be associated with failure.
