Both double edged swords. Very rich and successful Commissioners tend to get noticed by their superiors.
she did seem to be as stuck as an Outer World Commissioner at the end as she was earlier in the last series, she's no nearer to the *centre* of power. Call it pure personal preference, but I have this fond picture of her still a Commissioner (or even going subtly backwards), but still talking of how she expects to get her beloved power back, ten years on ...
Anyone see it the other way?
There's a bit in Animals where she's talking to Borr where I get the distinct impression that Borr *really* knows who she is and is working not only for "Commissioner Sleer" but is part of Servalan's personal ODESSA and working for her restoration. Nothing I can actually put my finger on and say "aha !" mind you. Of course I may be talking rot in which case I think your scenario is very plausible, without a power base and with the need to keep inconspicuous I don't see her making a comeback.
Anyone like to speculate why Avon didn't get in touch with President Jarriere and let him know who his brilliant new commissioner was ?
