I do believe it (surprise, surprise!!) at least from Time Squad onwards. (yes, even in Horizon. He knew Avon would be tempted - and moved to remove temptation - but his later offer to Ro indicates that he expected the Liberator to stay where it was, even as we watched Avon try to talk himself into going :-))
Avon does not make it easy to trust him, of course. Quite deliberately.
