Sounds like "Ti's Toys" aka "The Telzey Toy," but that was printed in 1971 (and reprinted in TNT: Telzey & Trigger [I'm a Schmitz fan and it's just so wonderful to see his stuff back in print]). He might have used the premise in another story I don't know about.
"The Telzey Toy" is the one-- the anthology of the same name that I read it in was from the early 70s, but I got the feeling the stories in it had been written earlier. If he has used it in another story I'm not aware of it.
