Unless, of course, they've got a situation such as in Soylent Green. (darn, I can't remember the title of the book, just the movie)
"Make Room! Make Room!" by Harry Harrison, I believe. Apparently it was hard to sell the movie rights because no studio wanted to make a film about overpopulation. Then someone span them the line about it being about cannibalism, so the nice people at MGM promptly snapped it up.
