It's not really surprising. Spy thrillers as much as sci-fi are as much an inspiration for B7.
Season 3 Avon is definitely a distant descendant of Bond. He is cool under fire, has a talent for one liners, has a way with the ladies and is, frankly, a bit of a brute. And he is frequently pitted against a villain bent on world, nay, galactic domination. (No, I don't mean Tarrant). Servalan is a wonderfully OTT Bond villainess.
Vila, I think, is a descendant of Lonely from 'Callan', Lonely being a petty thief who is pushed around by stronger characters and who is scared most of the time.
Actually, having acquired a number of episodes of Callan just after Christmas the similariites between the two series is quite striking. There is a pervasive air of cynicism and drabness in contrast with previous thriller series (like the Avengers for example), the 'good' guys are frequently as bad as the bad guys. Oh and there is the bit in 'Breakout' where Cross asks "is he dead?" at this point Callan shoots the Soviet agent who's being lying doggo before going for his gun and replies "he is now". And of course, William Squire who played Hunter in Callan appeared as the Commissar in Horizon.
