To be fair I don't think there's a great deal of interaction between them up till then. From memory Avon appears in the same scene as Servalan in Orac, Weapon and Pressure Point. On two occasions he's holding a gun on her. On the third Jenna is. There's probably a good reason why dinner and a show is a more usual seduction stratagem.
Servalan, OTOH, never noticed Avon while Blake was around because as far as she was concerned, Blake was their Undisputed Leader. And Servalan would NEVER pay attention to any but the top banana. She was attracted to both Avon and Tarrant-- but then, Avon was never the *official* leader and thus didn't completely overshadow Tarrant in her eyes. JMO, and I'd love to hear others,
If the scene at Mellanby's pad were the only one in the show I'd be disinclined to use it as any kind of evidence for attraction between them. Servalan overhears Avon to the effect that the Liberator is empty and Avon has Orac. Which means that if she can get Avon on her side she's got both. As she's armed only with her feminine wiles she uses them to try and persuade Avon to defect. I'm not denying there is an attraction there - the scene in Deathwatch shows that - but under the circumstances I think that Servalan would have snogged virtually anyone to enhance her chances of galactic domination.
As far as Sand is concerned I think there's probably a mixture of genuine attraction combined with the calculation that Tarrant would be less inclined to shoot her. Tarrant virtually admits as much.
