I don't think he really considered it seriously--more something to cheer himself up with at a bad time. And, after all, the same thought occurred to Blake
and airlocking *a friend* for his own safety.
The reason that medals are awarded for saving someone else at the risk of one's own life is that this is, in fact, behavior that is unusual as well as meritorious
And to be honest, bleeding heart or no, Blake isn't likely to agree to a 'lily of the field' on a fighting ship either.
Even though Blake often seems to think of himself as whatever they have instead of an INtergalactic Red Cross, the fact is that he's trying to destroy the Federation, and he certainly can't schlepp around the entire population of every ecologically unsound planet while he's trying to do that.
