However, it seems like most variables would have been in Kasabi's favor IF she took off before an official hunt had heated up (if they'd been sent to arrest her, for example, but official check points hadn't been warned to be on the lookout). She was an officer, probably with authorization to leave the domes. She may have passed guards who knew her. Aside from her rank and identity, she would have looked an acted like an Alpha citizen, a caste many guards would have had an ingrained respect for. Add in a small, helpless child, and (especially if they could do so safely or with minimal personal danger) it's not unlikely that some guards would have been able to put their suspicions aside - and it's probable Kasabi would have had a better than average chance of knowing where she was most likely to find a sympathetic guard stationed.
Whereas I'm assuming that she couldn't get very far before every checkpoint is alerted to watch out for a woman plus child. In fact, I'm instinctively assuming that she has to get Veron out of a creche in the first place, which (a) slows her down and (b) increases the chances of the authorities spotting her.
I suppose a lot of it depends on how and where she escapes - if it's just a matter of nipping outside a Dome, that's fairly straightforward. If she's working off-world on a space station, things get trickier.
