I would guess that the proportion of people who would risk their life impulsively, say, to save a child from drowning would be much higher than the proportion who would risk their job to oppose a multinational corporation that, say, abuses child labour.
That's because one is a single act that results in either heroism or death, the other one has long-lasting consequences. ObB7: perhaps the preference for exile on prison planets instead of execution is an officially atheistic regime's version of a "fate worse than death"--since the Federation doesn't believe in eternal damnation, they want to give you years and years to regret annoying them.
