I think this is born out by the Dr Havant-Alta Morag scene in The Way back; they're quite disinterested in whether the fake charges are going to hurt Blake personally, just whether the charges will do the necessary job of discrediting him. To these two, Blake is not a dissenter to be punished but an administrative problem to be solved, and the abuse of children just a clerical detail.
