Perhaps 'Standard' is a variable, like the Speed of Sound. Otherwise known to physicists as Boucher's Law. I am quite certain (ahem) that this, rather than carelessness on the part of the writers are the reason that it is difficult to find any consistent basis for the times cited in the show.
