Possibly, but I'd imagine only one planet would be settled in each system as only one would have the right temperature for human life. Unless they were double planets (see below). Cygnus is a constellation I think, so maybe the Alpha refers to the star the planet orbits.
There's also Del Ten (the resort planet) and Onus Two (the planet Dorian bought his food supplies from) so their nomenclature's a bit inconsistent.
Perhaps they use Greek letters for the star within a constellation, and number outwards from the sun. Or there were lots of planets (and people) called Del, and at least one other Onus. And Gauda Prime could be the major planet of two that circle each other (like Terra and Luna, but the moon's huge). Or it could be a reference to the richness of their soil - it was a farming planet after all. :-)
