I would think this cpuld not be the main reason, because he restored his popularity shortly after the escape and it seemed (according to the script) that he has been popular not only on Earth, but all around the Galaxy as well.
Blake could not know Avalon if she had started her rebel activity in the last four of five years (after his capture and brainwash). This is a good (i.e. sufficient) period for her to "make a name", and he still would not know her. Another explanation includes the brainwashing - when Federation erased Blake's memory, they have been specifically interested in the information about other rebel leaders and groups. I presume that nobody would bother to erase information such as which is the nearest supermarket, say, but *anyone* would take care to make him forget all his previous relations.
Another interesting question is why Jenna knows Avalon. And a possible answer is that when *we* met her firstly, Avalon needed transportation to another planet. I assume that wasn't the only time she needed it. And Jenna was the one who did the transport.
