both interpretations are indeed possible
expected wheels with car
would usually be understood as "i expected the car to have wheels" just as:
expected car with wheels
both could also mean: "i expected the wheels to come attached to a car" but that interpreatation is less likely because here it is abvious that the main subject is the car.
for something as abstract as programming code the main subject is not at all abvious and mis interpretations are more likely.
