What is a Bootstring? Both the testsuite and the documentation appears to be somewhat lacking in describing this class.
Something that, when instantiated properly with six parameters, is used for encoding non-ASCII domain names. It might also have other less known uses.

It's not really lacking in the testsuite department though; all the tests for Standards.IDNA.Punycode implicitly test Bootstring.
