The easiest solution is probably to cut through the FUD and fix the *major bugs* in autconf 2.13 and release autoconf 2.14.
I like all three of these solutions. Fixing 2.13 and release 2.14 sounds like a cool idea. :)
Gentoo also has 2.13 and 2.5x, as well as an autoselecting /usr/bin/autoconf script.
