OK, but you can easily avoid using them in the build, can't you?
yes, i believe the bundles are only used if no other version on the system is found simply to make it easier on the user and not force them to find those packages themselves. (nettle and gmp are pretty much required to build a usable pike, while other things are optional. (i think there was discussion whether to bundle pcre as well)
i pretty much agree with your other points.
