I think the start should be to make an easy way of building and installing third party modules, for instance with simple tools and pre-made "aclocal.m4" macros.
Namespace problems and controlled repositories should be second, shouldn't it?
There should also be tools to take a bunch of modules and combine with the core to make a pike distribution. I think that the Pike core and the non-necessary modules (Protocols*, Image, etc) could be considered separate projects with their own version numbering.

The problem I'm solving is administration and hosting. You might not percive the convention to put all modules in a big centrally administrated and controlled repository as a problem, but I do. I don't think it is a good idea to create a playground-module namespace, because stuff that gets in there will most likely stick. Other than your second item I don't see that you are contradicting my suggestion in any way.
