I have committed a patch that always sorts.
But there is probably something bigger broken, since the bug doesn't show up if that part I mentioned in the testsuite isn't run before.
I have also verified that the function actually doesn't sort, but works anyway, every time. It's just that it breaks if that testsuite part (one of the gc tests) has run before.
I also verified that the bug is in the decoder, not the encoder. The output is the same in both cases.
Per, you wrote it. Why doesn't it have to sort?
