It is simply a glue to PCRE. There are some places which might be not UTF-8 clean, though (I am not sure). And no, there is no character tables support (yet).

It compiles almost cleanly on 7.4.28, didn't tried on 7.5.
If it fits, let me know (I can do some more work and I can maintain it, but I might need help with autoconf - never used it).
